i have never heard of a dealership or alignment shop that has this tool.
last i checked #3076 about $100 shipped from zelenda.
as far as i know, nobody on the list has access to one, since i have made
several requests for measurement during the past 2-3 years.
the purpose of the tool is to center the rack before adjusting the tie rods
so that there is an equal number of turns from center to lock in both
directions.
i can't see why counting turns isn't close enough in this case.
