Yup.  All systems except "direct injection" work that way.

Varying the amount according to how far the plunger inside is pushed up
by the air mass sensor paddle against the control pressure provided by
what is usually called the "warm-up regulator".  All injectors get the
same amount all the time, however.  It's actually part of the classic
diagnostics with the VAG 1348 - pull all the injectors, stick 'em
into five measuring jars, jumper the system and measure the output.
