Beep, Brakes driving me nuts, please help

I have a brake warning light coming up on my instrument cluster whenever
I brake at low speed. It is driving me nuts.

My rack has been leaking and the level went very low once or twice.
I disconnected the reservoir sensor and it sis exactly the same.
I assumed that it was a sensor (where?) sitting in an air bubble causing
it.
The rack has since been replaced, and the warning comes up far less and
only after driving a while.

I did the bomb test and it seems OK, but the pedal is not solid to the
touch.
Do I have to bleed the system some more, and how do I do that? We turned
the steering several times and kept on topping up the hydraulic fluid.

Help will be appreciated.
