It's the casting number, and it tells us precisely nothing.
It isn't even really 'under' the plugs. Go to #3 plug - go down until
you pass the head gasket and come on to the cast iron of the block.
There's a flat surface - over a quarter of an inch deep and two inches
or so long. At first glance it appears featureless. You need emery
paper or wire wool to clean off enough of the rust to make out the
number. It's usually quite an effort.
