I don't know what type of HVAC system Audi has installed in the S6, but
I can give you some wild guesses based on the system in my '91 200q.
First off, the heater coolant valve is always open except when the temp
is set to "LO" (max cooling). Hot coolant is always flowing through the
heater core.
The cabin temperature is controlled by a flap in the heater box which
regulates the amount of air which passes through the heater core ( the rest
of the air bypasses the heater core). The temp control flap is driven by a
servo motor with a built-in potentiometer which feeds the flap position back
to the control head. The control loop is probably a simple feedback loop
based on internal temperature and flap position (with fan speed thrown in
based on the deviation between setpoint and actual temperature).
My wilda$$ guess is that "temperature regulator" refers to the
motor/flap combo and the "static block" is telling you that it is not
moving.
In your first case, the temp flap was open, so you always got heat
except when you set the temp to "LO", which closed the coolant valve to the
heater core and allowed the AC to cool the car.
In your second case, the temp flap has closed and you have no heat at
any setting because the regulating motor won't drive it open. You may have
an intermittent in the system which allows the flap to work occaisionally.
Hopefully a lister with experience with the S6 HVAC can give you better
info.
