I BTDT exactly as you mentioned for the same reason.  After you remove the
rivets you have to pry those long strips of metal apart.  Not an easy task,
be careful not to break anything.  Replace what you have to replace, in my
case was the complete pod/arm  with the cruise control mechanism.  Put it
back with screws through the rivet holes.  The long metal strips didn't sit
as flat as before, but it caused no harm.  Good luck.  BTW, I wouldn't
recommend this fix to anyone unless you're extremely patient and good with
your hands ;).
