Brilliant idea! (it was actually half formed in my head, that's why I
recognise it as brilliant...)

This strikes me as a really really good one.

It could even be arranged geographically (break it up into the thirteen
Federal Reserve System areas for the US and by country elsewhere unless
there's greater density in soem other country)

If Dan doesn't want to do it I will...
