What does this kit do?

Does it lengthen the rails further back, or does it lower the seat?

At 6'2", I am borderline in my 5k as far as headroom.  In fact, I would like
to be able to sit up straighter for sport driving.  I am forced to a leaned
back position to have enough headroom, but I can't reach the gearshift in
5th without leaning forward a bit.  I would like to find a way to drop the
seat height by and inch or two.
