Yes, you have to hold the 15mm nut while loosening the 13mm bolt. The
15mm nut is part of the caliper guide pin - if you don't hold it, you are
just turning the guide pin in it's bore. You may have to grind down the
cheeks of an open-end wrench to get it to fit on the 15mm nut.
When re-assembling, use new 13mm bolts (supplied with the pads) and
tighten to the correct torque.

You have to remove the caliper carrier to get the rotor off. The carrier
is secured by two hex socket bolts.
