It's almost certainly NOT the ECU.

Run the output diagnostics and check the wastegate frequency valve
is clicking.  If it is, check it with a MityVac.  Then check the 3.5mm
hoses from the turbo inlet, rear of inlet manifold, and to the wastegate.

If the wastegate frequency valve isn't clicking, check for continuity
through it and then attach a diode light into the connector and look
for pulses.
