CIS-E is a tricky little bugger. The ECU does little, but what is does
do is limit those revs. I have heard or people fooling the ECU by
splicing in a custom homemade circuit on the hall sensor lead going to
the ECU. This little circuit waits for a specific voltage associated
with the engine reaching max revs and then once it reaches what the ECU
thinks is the limit it holds a constant voltage allowing you to get a
little more out of the engine. I'm no electrical wizard so don't quote
me on that and surely check up on it before touching the ECU or leads to
it. You wouldn't want to short out the ECU, expensive. Another
suggestion is check out this website:

control modules for K-Jet and KE-Jet cars, I bet you could get more revs
with those modules, rather expensive though.
