provided that the gauge is accurate, 1.1 is low. I suspect a leaky ic or
ic to tb hose. Just remove everything and see. Try disconnecting the isv.
That very well might be somewhat defective. Remember: once disconnected,
upon reconnection, the engine must be shut off and restarted to get it to
work again. Don't be fooled by good R values of it. I had low boost/high
boost and high emissions because of problems like this.
