That was a bit more background theory than I needed but I
certainly appreciate your clarifying the issue. I think I was
attempting to make things too complicated.

In generating high braking force, I suspect there is some sort of
rotational slip analogous to cornering slip angle where the
tire contact surface is advancing  just slightly more slowly than
the vehicle's velocity - a condition of quasi-static friction which
exceeds the sliding friction of a locked tire.
