on the CIS cars, there is an AC dependent "vacuum" air valve that
bypasses the throttle.

CIS-E appears to have an AC/ISV connection - shouldn't this throw a
little more air at the engine to make up for the load?

Guess if all it does is keep the idle at 950 or whatever, you still
don't have much ooomph.  But he did describe it as almost undriveable.

Dunno, I tore mine out years ago.  Too cheap to maintain it.
