Definately this is a good idea.  Canada does not yet have emissions testing
in about half of hte provinces.  It is not a federally mandated item.  But
I know that many states have "AirCare" or "Smog" testing.  Hate to get
stuck with a car that will cost thousands to make compliant or worse, get
stuck with one that cannot be legally imported.

I think good old Bill Gates had to send his 959 back to Germany because of
this.

On the up side, the bumpers on vehicles coming into Canada are legislated
to meet the 5mph standard as opposed to the 2.5 that some areas have.  So
changing bumpers will not be necessary.

I mention this because there are a ton of cars that cannot be imported into
Canada unless the bumpers, speedo and child seat restraint system are
upgraded to Canadian standards.  As you can imagine the cost of changing
these items makes importing cars from the U.S. not cost effective.
