My reply:
This site can be accessed with a browser, at least with Netscape, so FTP
software is _not_ necessary.  Trick is to set the address as
ftp://195.230.68.111.  If you just past the address into the browser it
still assumes an http address and will yield the message indicated.  This
works for me anyway.
