Has a lot of the earmarks of a plugged catalytic converter. Have the
back pressure checked, either at the test connection in the engine
compartment or at the O2 sensor hole. Obviously, testing it at the
engine compartment sample pipe, if your engine has one, is easiest. If
there's anything much over 1 psi or so at any kind of higher RPM, there
is a good chance that's the problem.
