I think it is a plugged hole (due to location, and the possibility that
the poster knows his intake manifold from his throttle body).  The 82
coupes have one somewhere on the IM, for instance.

a 10 mm fits I think.

Or, Audi still sells a part called "plug" for about $3 - N 016 024,
you'll also need a 10mm crush washer.
