Here in North Carolina, they charge you property tax on every vehicle every 
year,  They depreciate the vehicle each year.  I think the value is an 
average of what dealers sell them for, because if you buy a used car from a 
dealer, you pay 3% of the cost you actually paid.  If you buy a car from a 
private party, you pay 3% of what they think it should have sold for.  If 
you dispute this value, you can have it appraised at 3 automobile dealers, 
and submit for a refund.


BTW we also have to pay tax an ALL personal property.  If you don't declare 
a value, they just add 10% to your real property tax.
