If all your vac. hoses are tight and everything is registering 4444, then 
would have to guess its the spring.  I have a 89 200 and I had the same 
problem.  for a quick fix, I added a washer to it.  Held me over til I got a 
better spring.  What you also want to try is hooking up a boost guage and see 
if it is registering correct.  Your display might be off.  The display on the 
dash doens't always give u the best readings.  Matter of fact, it sucks.  =)
