Horses for courses.  I hit 130+ after blasting away that Scirroco last
week.

Wide Open Throttle switch - a.k.a. "full load switch" or Volllastschalter.

Facing engine bay - left side of throttle body.  Center and bottom
contacts should close at 2/3rds throttle opening.  _VERY_ common point
of failure in 100k+ mile 10V cars like yours.  Two types - Type 1 is
two clamshell halves joined at a centre seam, Type 2 is an overlap
shell sealed with an epoxy filling on the throttle body side.  Type 1
can be repaired but (IMO) it's best to chuck it into the nearest swamp
and buy a new Type 2.
