The tool you describe, hand operated vacuum pump with guage and release 
valve, is the exact description of a MityVac.  The are sold with various 
attachments so you can bleed brakes, pull vacuum, even transfer liquids 
without syphoning by mouth.

If your hand held vacuum pump is light grey plastic, then it and the 
MityVac are made by the same people.
