Climate Control Diagnostics 1990 200Q



My A/C was not coolong effectively. The system seemed to be working normaly,
just not real cold air. I took it to have it charged. 

When I picked it up, It worked great for 15 minutes then quit.

I took it back to the garrage that charged it. They said the compressor is
not coming on. They ran diagnostics and said that it indicated to replace
the programmer and if that does not work replace the control head. They have
the entire lower dash, glove box, etc removed. 

I picked up the car as it was. I ran diagnostics over the weekend. Channel 1
has "16" - High pressure switch open or has been open once since startup.
Channel 17 diagnostics shows compressor off due to high pressure.

Even after I jumped the high pressure switch lead, I still get the "16" on
channel 1 diagnostics. When I jumped the high pressure switch lead, the
cooling fan kicked into a higher speed but the compressor clutch still does
not activate.

Control head diagnostics and operation are normal.

Could overcharging the system cause the programmer to go bad? 
Would this give the diagnostics I'm getting now?


Should I have the system evacuated to relieve potential high pressure?

I don't want to just start replacing these expensive components on a trial
and error basis. 

Any advice would be greatly appreciated.
