Question about carbon cannister freq valve for '91 200Q

The car runs fine, but seems to be getting lousy mileage around town.  I
decided to follow Scott Mockrey's instructions (excellent instructions) and
run output tests on the car.  Everything seems to check out, except that
for the carbon cannister frequency valve test, I didn't hear any clicking
or other evidence of cycling.  I reached around the back of the head and
placed my hand on various components (there wasn't much light), to
determine if I could feel any clicking or cycling.  nothing.

Any advice, experience on this?
