the heater core should be fed from under the thermostat - doesn't depend
on through radiator flow to get heat.

But your thermostat is closed one would imagine, yet the car is hot. 
Faulty thermostat?  Broken water pump?  Not enough coolant?  clogged
radiator? are some things that come to mind...
