I am getting in this tread a little late, but here is what I have to say....

I have never been to Germany so I don't have any comment about it.

In America, some people can handle doing a few things at one time.  @ 60mph, 
I can easily drive and talk on my cellphone.  On another hand, my little 
sister which is 18, I would kill if she did.  She took out a mail box while 
doing a lane change.  Imagine talking on the cell and doing a lane change.  
Some people just don't have the coordination to do many things at one time, 
and some can.  

BTW, my record for the most things done while driving was(I am not proud of 
this, and don't flame me because of this) is driving - shifting, talking on 
the cell, studying for midterms, and looking for a pager my friend ask me to 
find in the car.
