Subject: Harmonic balancer/pulley wobble.

I think you mean the timing belt tensioner pulley... about 3" across, besides 
the waterpump area?
The pulley is a press-fit; the bolt is only there to keep it from vibrating 
loose.  Don't try to torque it down, it will break off ...
You could try loosening the bolt, then tapping the pulley back on gentley, 
using a suitably sized socket to evenly supply the force...
