The recirc can be made to work wiht the A/C off but the Recirc must be on

recirc door is closed, when it is open air is drawn from the outside, and
with the A/C on and the door open the evap freezes up rather quickly

there is no air moving across the evap). The door can be wired to be

This is not the case with the 90q. The recirc flap is at the intake to the
fan. It determines whether inside or outside air is pushed into the
ventillation plenum. All such air flows thru the evaporator, and, depending
on the hot/cold control setting, possibly thru the heater core.
