i suspect you're both wrong, it's more likely to be the hi/lo switch. 
the regular light switch just turns 'em on/off, the hi/lo picks where
the juice goes - and your highs are working, eh?

the model and year of your car would be the next question.  Otherwise
i'll tell you how to fix a mid eighties type 85.  Which I bet you don't
have, 'cause the switch in question goes bad all the time (or so it
seems) on the type 44 cars.
