Here in North Carolina you can get a $200 ticket for having any kind of 
cover over your plate.  They assume it is for disguising purposes, I guess. 
 BTW no front plate is required here, the photo cameras do not require one, 
they can take a picture from behind. (This actually involves two cameras, 
one to take pic of driver, and one for plate after you pass the camera 
location).  Several cities require front city plates, but not all.
