Yes this is illegal.  But last I knew it, they had serial numbers that they 
logged on the engine, and also you need to past the emission test.  There is 
many many steps on re vin-ing a car, and its not just taking numbers off one 
and putting on the next.  You have to tell the state inspector where u got 
the parts.  If it is a salvage car, what was done, who done it, where it was 
done, why it was done, and a whole mess like that.  PLUS, on top of it, if 
you get caught by "Johnny Law" then you go to jail for a Federal Crime.  Not 
a state or local court, but the supreme court.  Arg.  who wants to go though 
all that trouble for an S4 avant.  Not trying to be the devil avocate, but 
just telling you it isn't worth the risk.
