No, my '89 100Q used 7.1.

What the parts guy told me was that 11 was a backward
compatible synthetic. That is, you can use 11 in *any*
car, it will be OK.

But a car that was designed for 11 (from about '91 on?)
has to use 11, it can't use the older 7.1
