Well, I tried Tom's suggestion yesterday, hoping it would make a difference.
Unfortunately, on my car it didn't.  There is definitely pressure building
up in the tank, but removing the cap didn't reduce the howling.

I went ahead and picked up the "Master" brand FP at my local Advanced Auto
Parts store.  Skeptical, I opened the box at the counter to take a look.
Guess what?  It's a Bosch.  Made in the Czech Republic of all places.  Bosch
part number is the same as on my OEM FP.

I installed it last night.  What a PAIN !  I set up an electric window fan
right in the trunk with me to blow away the fumes from the gas tank.  I had
run the tank nearly empty but there were still more than enough fumes to
make me dizzy and give me a headache--even with the fan.  Don't try this in
an enclosed area.

I had thought that the black plastic triangular FP mount with the rubber
bushing at each corner was equilateral.  Apparently it isn't.  There is a
"right way" to put it in.  There are three white plastic retainer clips in
the tank that hold the pump down. One of the corners was not seated all the
way down so the rubber bushing was above the white clip.  This condition may
have been allowing/causing  the old FP to vibrate and howl since one corner
was not securely fastened down.  I didn't risk it, though.  I went ahead and
installed the new pump.  If you do this, beware of the fuel line interfering
with the free operation of the fuel gauge float.  If you get it wrong, your
gauge will indicate 1/4 tank full, even if it's bone dry.  Don't ask me how
I know!

The good news is the new pump makes no detectable sound whatsoever.  No
angry bees--no nothing.  Weird.  Not used to silence.  Hopefully this one
will stand the test of time.
