Sounds a bit like a ground gremlin in the instrument cluster or
close by.  Remove the under-hood lamp and see if you get a change
in the strange behavior with headlights on/off conditions?  Check
dimming of the HVAC LED segments simultaneously.  I had a weird one
that eventually went away with an over all brushing up of ground
connections and an unrelated R&R of the instrument cluster on my
'86.  Right now the '88 won't switch computer display with
headlights on, and will only switch "to the right" otherwise.
(Also the center display bulb is off when headlights are on too,
except momentarily for a few times when I was using the
"engineering impact diagnostic technique" on the wavering speedo.)
