My guess is the delivery of magazine may be independently contracted. Few
years ago, I had sub to C&D. The magazine would come packaged in plastic
bag, neatly hanged to my front door handle. The problem is, the delivery
is totally late, e.g. March issue would arrive when newsstands are
beginning to carry April issue. Really stupid -- I complained, and I'd say
other people also did.

Before my sub lapsed, whomever was contracted was fired (or something).
Then C&D began to come by mail -- but without plastic bag, etc., and on
time. Of course, then the mag itself began to get dog-ear and things...
But at least they're arriving on-tim.

Of course, the best route is still complain the publisher itself.
