No, it's probably not safe.  When the shoulder straps are mounted at more 
than a 15-degree angle (such as to the lower rear seatbelt mounting points or 
the floor of the car), you run the risk compressing your spine in the event 
of a big "incident."

For autocrossing, though, it's okay since you're not likely to hit anything 
solid on the course and the speeds are pretty low but for track events or 
street use, I recommend that you follow the SCCA's guidelines and mount them 
as close to level with the top of the seat as possible.

For cars without a rollcage, this usually means on the C-pillar or the rear 
deck (but only if the manufacturer provides mounts for them, usually under 
the guise of mounting a child seat, as most rear decks are pretty flimsy).  
Unfortunately, it's not a particularly attractive solution but it's much, 
much safer...
