Never worked on a URQ, but, the first avenue to check would be the wiring
that goes to the wiper motor itself.  Some motors have separate wires
going to the motor for the different speeds.  If you connect the wires
after you install the wiper motor on the 44 body (on top instead of under
the mechanism) the wiper mechanism cuts into them, grounding them out. 
Even if it has only one hot wire, it's possible the mechanism only builds
enough momentum to short the wire on high.
