help with '84 4kq no start

Hi folks-

First, sorry about the double post to the list re: the oil pressure bourdon
tube gauge.  I've been having a heck of a time posting to the list and I
just kept trying.

Second, I am having trouble with a friend's car (which I sold him). The car
will barely idle and will not start cold, unless I provide a direct 12 volts
to the cold start injector, AND jumper the fuel pump relay.  If I do not do
both, it won't start.  I placed a known good F.P.R. in the bum car, still no
start!  Once the car starts, it idles roughly but once revved up a bit, is
ok.  Shut it off, and re-start usually works, but with some coaxing.  When
it's warm I don't need to jump the cold start injector.

I've checked:
compression
spark
static timing
verified fuel pump operation, but not delivery/pressure
replaced fuel filter
replaced Hall sender

This problem has me vexed.  I'm hoping someone here could give me a pointer
or two!
