It is what you originally described, a wastegate.

off excess boost pressure when the throttle is closed. Visually, this is
what I saw on the S1 (Now, there was also a massive wastegate, mounted next
to the blow off valve, that was in the exhaust manifold and was the wastegate
for the turbo. The blow off valve as I'm describing it was in the outlet of
the turbo, and vented excess boost back into the exhaust instead of the air
intake (before the turbo). Are there different definitions of a "blow off
valve" that I'm not aware? I believe my descripiton was correct.
