I think his question was how to get the bumper cover off the bumper and not 
how to get the bumper off the car ... that said, once the bumper is off the 
car, you then need to slide the little metal brackets off the plastic tabs 
that hold the bumper cover onto the bumper.  They will usually come off with 
a little effort from a big screwdriver -- be sure to push them directly 
sideways -- and if some of them are stubborn, they can be compressed with a 
pair of pliers/channelocks and pushed through the hole in the bumper then 
removed from the plastic tabs when the cover is off the bumper.

Reinstallation is the reverse of removal, of course.  :^)
