    I have seen this happen before.  On one occasion, the threaded sleeve 
that compresses the spring was not properly tightened.  Another time it was a 
bad strut bearing.  Even another time the spacer beneath the strut cap was 
not there, allowing the strut instert to move up and down inside the housing 
(of course, this was with a Koni adjustable strut).  HTH?!
