A while back, there was an article in Cars & Car Conversions (a UK magazine) 
in which their tech editor, Dave Walker, discussed this very issue.  On the 
Ford Pinto motor he was using, he found airflow increased when the throttle 
plate is opened about 5 degrees less than wide open ... he theorized that 
this allowed the intake charge to bounce off the plate and get a straighter 
shot into the port.

However, this was on a race motor with throttle bodies for each cylinder and 
a very shot runners on the intake manifold ... perhaps I'll have to explore 
this further the next time I'm doing airflow testing?
