... you do not need to remove the head to get the turbo off.  While
admittedly removing the head does make getting the turbo out easier, it is
not mandatory.  When I did the WX on my ur-q I pulled the turbo, then I
found I had to pull the exh manifold due to broken studs ... then I had to
pull the head because I broke a stud remover into the rear stud.  

If your car has an intercooler after the turbo it is completely likely that
all the remnants of the spring and the chewed up turbo blades are now
located in the hose from the turbo to the intercooler, or in the intercooler
itself.  If I were in your shoes, I'd look for shrapnel in the hose that
goes from the intercooler to the throttle plate ... if nothing is found I'd
leave the head alone!  It certainly adds a lot of complexity to the project!

To answer your question about the TDC settings, should you decide to pull
the head ... The valve positions are completely specified by the position of
the cam, which does not change from rotation to rotation, and the piston
position is completely determined by the position of the crankshaft, which
also does not change from revolution to revolution.  Therefore when it comes
to setting the TDC on the cam and crank, when you set them both to their
respective TDC marks, that is all you have to do.  Now when you install the
distributor you need to be sure to have it pointing to cylinder #1's spark
plug when the cam is at TDC-compression.
