I know that when I was in high school in centeral Washington and your
butt was still in the
intersection when the light turned red that was illegal and you could
get a ticket for it..  


Also if your are in the left turn lane and proceed into the intersection
and light turns red 
on you before you get thru that is illegal.  The reason being is that
before proceeding into
the intersection you should make sure that it is clear so as you can
make thru before the
light turns red.
