Oh, boy - they do here!

Our emission control regulations (in the MOT test) require that diesel
engines be redlined on the test stand.  Every test station has _HUGE_
disclaimers saying that the law requires this and the test station is
not liable if the procedure blows the engine.  Apparently it often
does.
