While downshifting, usually.

You brake normally, but add extra force.  You also press the accelerator,
making the engine work against the brakes, even though you really want
to slow down.  This keeps boost up and keeps the turbo spinning.

When you're at the apex, launching away from it is quicker because the
turbo's already spun up.

_All_ of the competitive quattro drivers did it.
