Jamie- The piston can be at the top of its travel, but in the exhaust stroke 
not the compression stroke. You must get TDC on the compression stroke. I am 
non familiar with your engine, but if you can put your thumb over the 
sparkplug hole while turning the engine over, the compression will push your 
thumb off. You can also tell TDC by watching the valves. Both intake and 
exhaust must be closed for TDC. If you kow for sure you are on the exhaust 
stroke, you just need to rotate the crank one full turn. HTH
