I successfully relocated the jumper post backwards slightly using the
rear-most mounting holes on the washer bottle. Check out

As for changing the filter, I remove the turbo inlet pipe that runs behind
the manifold, unbolt the jumper post so it floats free (you'll need to push
it forward quite a bit), remove the IC to TB hose so I have some room to work
and then release the airbox lid. Once that's loose, I remove the screw from
the clamp that holds the airhorn in place, remove the airhorn then wriggle
the lid around until everything lines up and it can be removed by pulling it
forwards and upwards ... you will need to experiment to figure out the right
twists and turns but it CAN be removed as described above. (And if it makes
you feel any better, I usually scratch up both of my forearms pretty good in
the process because of all the sharp edges in the general vicinity.)
