i was gonna say that until i looked at the picture.  That is not an '84
dash, certainly not the one that is in all 84 coupes and 4k's.  It's the
later, 85 on dash (& glovebox, console, etc).  It may be a retrofit. 
Make sure all the dash switches work.  Then agaion maybe the car is a
very late 84 and they started using the newer dashes?
