that is the cold enrichment for acceleration switch.  The ones I've seen
have two vac line to the CPR, one from the switch, through a one way
valve, one from intake vacuum.  though with a turbo that might be
different... there's a .gif of the stock n/a setup on my site.  It might
help a little.
